East Dunbartonshire Schools PPP Project
About this project
Semperian owns a 50% stake in the East Dunbartonshire Schools PPP Project. The project comprised the building and operation of 6 secondary schools replacements for existing educational facilities in the East Dunbartonshire Unitary Authority, to the north of Glasgow. Construction of the schools was completed in 2009 by a Morgan Sindall/SPIE Matthew Hall joint venture and FM services are provided by SPIE Matthew Hall until the project expiry date in 2039.
The schools, attended by approximately 5,400 pupils, have been designed and built to a high specification with each teaching department having a range of general and practical teaching and support areas. There are also extensive indoor and outdoor sports facilities that are available for use by the community outside of school teaching times.
The FM services provided by SPIE Matthew Hall cover building fabric and services maintenance and lifecycle replacement, high level and external building cleaning, hard landscaping maintenance, helpdesk operation, pest control and security installation maintenance. The Authority has retained the responsibility for provision of catering, community use letting, general cleaning, soft landscaping and grass sports pitch maintenance and waste disposal. This arrangement involves close collaborative working between the parties in order to meet the requirements of the schools’ staff and pupils. Additionally, Semperian has the responsibility to manage InspirED Education’s operational and financial functions over the concession period.
The Authority undertook a survey of teaching staff and pupils 18 months after the schools were opened, with the results confirming a very positive view of their occupation of the facilities.
